Halifax committee proposes appointing Board of Water Commissioners at May town meeting

The Government Study Committee in Halifax announced on April 17 that it is recommending a change to the structure of the Town’s Board of Water Commissioners, proposing that the board shift from being elected to appointed. The proposal will be presented as a Home Rule Petition for consideration at the annual Town Meeting scheduled for May 11, 2026.

The recommendation comes as water system management has become more complex and requires advanced technical expertise. The committee said this move would allow Halifax to recruit individuals with specific qualifications necessary for overseeing public health, environmental standards, and infrastructure operations related to the water system.

According to the committee, “This recommendation comes after the Committee’s careful review of the structure, responsibilities, and statutory requirements of the office. It is not a reflection of the current Board of Water Commissioners, who have met and continue to meet the substantial demands of their role. The proposed change is intended to support operational continuity, qualification-based candidate selection, and long-term effectiveness of the office.”

If approved by Town Meeting and enacted into law by state legislators, all future Water Commissioners would be appointed rather than elected. Incumbents serving at enactment would continue until their term expires or an appointment is made under new legislation. The board’s existing authority under Chapter 82 of the Acts of 1950 (except Section 6) would remain unchanged.

The appointed commissioners would serve three-year terms with duties prescribed by law or assigned by Halifax’s Board of Selectmen. Any changes will only take effect if both Town Meeting approves and subsequent action is taken by Massachusetts lawmakers.

To provide information about this proposal and other warrant articles, an informational meeting will be held on Thursday, April 23 at Town Hall. Additional forums are planned in coming weeks so residents can share feedback through online forms or direct email communication with committee members.
