Halifax to consider changing Highway Surveyor from elected to appointed position

The Halifax Government Study Committee announced on Apr. 6 that it is proposing an article for the May 11 annual Town Meeting to change the Highway Surveyor position from elected to appointed, in accordance with Massachusetts General Laws, Chapter 41, Section 1B. The proposal would also require approval by voters through a ballot question at the town election scheduled for May 16.

The recommendation is based on a review of the structure and responsibilities of the office. The committee said that appointing the Highway Surveyor would allow for broader recruitment beyond town borders and ensure candidates are selected based on qualifications. According to the committee, this change aims to support operational continuity and improve accountability and oversight in line with other department heads.

If approved by both Town Meeting and voters, the Highway Surveyor will become an appointed position. Any incumbent serving at the time of voter approval would continue until their current term expires or until they vacate office. The Board of Selectmen would be responsible for appointing future surveyors and establishing terms of employment subject to Town Meeting appropriation.

A companion ballot question will read: “Shall the Town vote to have its elected Highway Department Superintendent become an appointed Highway Department Superintendent of the town?” Voters will be able to select yes or no during the annual election.

To inform residents about these changes, an informational meeting is scheduled for Thursday, April 16 at Town Hall. Additional forums and drop-in sessions are planned in coming weeks. Residents can submit questions or feedback via a form on the town’s website or by emailing the Government Study Committee directly.
